Job Description
The Central Shenandoah Health District is seeking a qualified Environmental Health Specialist, Sr. to interpret and apply environmental health laws, regulations, and policies in order to ensure compliance and reduce risks to the public's health. Primary responsibilities include duties in the onsite sewage disposal system, private well, and rabies program areas. Major job duties include: conducting site and soil evaluations, sewage system design, plan review, and permitting of onsite sewage disposal systems and private wells. Conducting inspections of sewage disposal system installations and private well construction to ensure compliance with regulation. Interpreting water sample test results. Investigating reported animal exposures and overseeing required confinement/observation periods to protect against rabies. Collecting, preparing, and submitting specimens for rabies testing. Investigating complaints and taking appropriate enforcement action(s) to ensure compliance with regulation(s). Inspecting and permitting migrant labor camps. Providing education and outreach to clients with general environmental health concerns. Working with fellow health district employees to collect, analyze and interpret local data and to be a source of trusted environmental health information for the community.Applicants not meeting full knowledge and experience requirements may qualify for initial classification as an Environmental Health Specialist (4A); must have or be able to complete training in VDH Soils and obtain DPOR onsite soil evaluator (COSE or AOSE) credentials within 18 months of employment. Position requires working outdoors and performing moderately strenuous physical labor during all seasons.
## Minimum Qualifications
Requires any combination of education and experience equivalent to a Bachelor's degree in public or environmental health or related field. Knowledge of principles and practices of environmental and public health, onsite sewage disposal systems, private well development and construction. Computer competency including, but not limited to, Microsoft Office and CAD related software. Must have a valid Virginia driver's license or ability to obtain one upon hire.
## Preferred Qualifications
Possession of a valid DPOR Alternative Onsite Soil Evaluator (AOSE) license preferred. Knowledge of regulations and local code/ordinances preferred. Bachelor's Degree in environmental health, environmental science, geology, soil science, or related field or equivalent combination of training and directly related experience indicating possession of the above knowledge, skills and abilities may substitute for education. Considerable working knowledge of site and soil evaluation and onsite sewage disposal system design. Knowledge and experience in use of VENIS Lotus Notes program and EasyCAD or other drawing program preferred.
## Special Requirements
Employment is contingent upon satisfactory results of a state and federal fingerprint-based criminal history background check, and U.S. HHS IG Exclusion List check, employment reference check and E-Verify. Must have or be eligible to obtain a VA driver's license and provide own means of transportation (mileage reimbursed); required to maintain a valid driver's license and adhere to VDH's driver safety policy; district travel required with occasional overnight travel for meetings/conferences. District events, meetings, emergency operations, etc. may require some weekend and/or eventing hours.
